Senior Project Manager TT

The Senior Project Manager provides project management expertise within the Division, managing and coordinating engineering projects including planning and scheduling while providing technical direction and ensuring compliance with quality standards, completion dates and within approved budgets. Responsibilities span the full spectrum of project management including - Project Planning, Cost Management, Time Management, Quality Management, Contract Administration and Safety Management.

 

The incumbent will provide technical support and prepare business cases inclusive of cost benefit analysis to justify expenditure on projects.

 

DUTIES & RESPONSIBILITIES:

The incumbent will be required to:

1. Assists in the continuous performance evaluation of employees under remit and ensures that recommendations on appropriate training and development opportunities are communicated to the Vice President, Projects & Facilities Division and the HR Department.

2. Acts as a mentor or coach within the Division.

3. Conducts internal training of peers and colleagues in the Division as required.

4. Comply with all approved Human Resource policies and procedures implemented and practiced within the Division and the organization.

5. Prepare scope of works and specifications for tendering and contracting and undertakes bid evaluations. Administration of the pre-tender activities for the award of consultancy, construction and development contracts /agreements.

6. Oversee and monitor design and construction projects to ensure that they are progressing in accordance with the approved employer’s requirements throughout the project’s lifecycle i.e. project scope, design drawings, technical specifications, schedule and budget, project closeout.

7. Responsible for attending all site visits, inspections and technical, progress and coordination meetings.

8. Drafting of written correspondence, oral and written reporting on assigned projects. The recipients of these documents are all relevant stakeholders- e TecK’s management, Ministry of Trade and Industry, Statutory/Regulatory Agencies etc. Ensure continual follow-up on requested information and actions.

9. Commission design teams, negotiate fee proposals and approve design milestones or gate keys.

10. Lead project planning budgeting, and identification of resources as needed (including drafting of project work plans, briefs, memos, papers, presentations, reports etc.).

11. Establish and monitor the maintenance of the document control system, for consistency in information access and retrieval across all projects.

12. Prepare project management plans and accompanying schedules for management’s approval.

13. Establish, monitor and maintain a quality assurance program for all construction works.

14. Ensure that RFPs/RFQs for each project are clearly documented and communicated in preparation for tender process.

15. Review Expressions of Interest, Tender Documents, Contract Documents, Request for Proposals, tender evaluations and payment to contractors.

16. Act as a member of a Tender Evaluation Committee when requested by management.

17. Monitor the project budgets and minimize exposure and risk in projects.

18. Oversee the services of Project Developers, Engineering Consultants and Contractors. Partake in review of Consultant’s technical recommendations and provide advice on all design and construction schedules.

19. Communicate effectively with the appointed Project Developers and Consultants and End Users and other relevant stakeholders ensure all phases of the project/s are completed.

20. Liaise and co-ordinate the efforts of the relevant parties involved in the projects, including architects, design and construction supervision consultants, contractors statutory and/ regulatory approval bodies and any other stakeholder related to the project.

21. Analyze progress reports and cost analysis reports on projects and make recommendations to Manager on resolving/addressing operational and contractual issues that may arise.

22. Take action as necessary to acquire engineering designs, valuation certificates and site inspection reports in a timely manner.

23. Identify the elements of project design and construction likely to give rise to disputes, claims and variations and advise the Vice President, Projects & Facilities.

24. Assist in the development and administration of the project budgets.

25. Assist in preparation of departmental weekly/monthly reports and any other related reports for both internal and external purposes.

26. Conducts research analysis for the purpose of developing and/ or reviewing the Division’s standard operating procedures, systems and processes.

27. Comply fully with the Company’s policies and procedures, safety policies and procedures, Core Values and Charter of Business Ethics.

28. Perform any other duties as required by the job function for the Projects & Facilities Division.

29. In some instances, it will be required to support other Team Leads administering large developmental projects and collaborate with other departments and executive to realize the success of projects.

30. Facilitates OSH Inspections/audits for compliance with health and safety regulations, building codes and other relevant regulations.

31. Maintains accurate records of any OSH related accidents and incidents occurring on project sites

32. Ensures that members of the project team are provided with PPE and complies with the Corporation’s HSE Guidelines at all times

33. Liaises with the HSSE Unit to ensure that reported issues are resolved in a timely manner by the relevant Contractors.

34. Ensures that all works and materials are quantified at current market rates/trends

35. Validates and approves Payment Certificates from Contractors and Consultants within parameters of authority

36. Assists with documentation to be incorporated into Board Notes for submission to the Board of Directors

 

MINIMUM REQUIREMENTS:

1. A bachelor's degree in the engineering field- Civil/Structural from an accredited academic institution.

2. Must hold a valid registration as a Licensed Engineer in Trinidad and Tobago.

3. Professional membership in international engineering/project management organization will be an asset.

4. A postgraduate degree in project/construction management.

5. PMP Certification.

6. OSH Training

7. Minimum 10 (ten) years’ construction and project management experience in managing multiple large building and infrastructure construction/commercial projects.

8. Major experience live renovation of multistory building facilities.

 

Or any other equivalent combination of qualification and experience.

 

KNOWLEDGE, SKILLS AND ABILITIES

1. Working knowledge of laws and regulations governing large construction projects.

2. Working knowledge of OSH principles and practices relevant to the Construction Industry

3. In-depth knowledge of Building Codes

4. Working knowledge of the Company’s Act and other relevant legislation, including OSH

5. Proficiency in the use of Microsoft Office Tools especially Microsoft Projects and any other software relevant to the job functions.

6. Excellent oral and written communication skills.

7. Excellent coordination, collaboration and organization skills.

8. Excellent understanding of forms of constructions contracts and claims management.

9. Ability to successfully lead, motivate and boost morale of the teams.

10. Ability to work within tight timeframes.

11. Willingness to travel extensively across the construction sites.

12. High level of integrity.
