Officer, Sourcing II BB

Purpose of the Role:       

The Sourcing Officer manages the development, implementation and administration of supplies and services contracts from third parties to meet the business objectives of the Bank. The Officer also works with internal customers as a resource for the procurement of supplies and services and ensures compliance with Sourcing & Supply Management’s policies and procedures.


Key Accountabilities:

  • Manages, initiates, and administers local supply and services contracts as required in line with Bank policies.
  • Completes due diligence on all new contracts and reviews all existing sourcing and supplier management contracts.
  • Implements the processes for the selection, evaluation, contract negotiation, and recommendations advising management of all potential efficiency gains, cost savings, and service improvement options. Conducts of cost / benefit analysis and feasibility studies.
  • Ensures compliance with sourcing and supply management’s policies and procedures so that commercial, financial and service delivery risks are mitigated wherever possible.
  • Ensures that all sourcing activities are compliant with current financial policies.
  • Assists in the maintenance of close working relationships between the sourcing team, the strategic business units, and the country management teams.
  • Assists in the delivery of agreed and targeted service improvements and the realization of agreed and targeted financial benefits.
  • Conducts meetings and presentations to senior management, third party suppliers, and other key stakeholders.
  • Other duties as may be assigned from time to time.


Critical Knowledge & Skills Required:

  • An understanding of current local legislation and proposed legislative changes affecting sourcing activities.
  • A detailed understanding of international regulations governing both the shipment of goods (Incoterms 2000) and importation.
  • Undergraduate degree in a related field.
  • Good interpersonal skills.
  • Self-motivated, requires little supervision.
  • Good communication skills.
  • General commercial acumen / business acumen.
  • Business integrity and sound judgement.
  • Strong self-belief and open to challenge.
  • Good analytical focus / skills, and judgement.


Experience Required:

  • Experience of the Caribbean marketplace for the goods / services normally required by the Bank to support its operations.
  • 4-8 years procurement experience with demonstrable experience of:
  • 7 or more years’ experience in a commercial environment
  • Experience of conducting negotiations re the provision of 3rd party goods / services.
  • Ideally, experience of working in cross-functional teams to develop sourcing solutions.
