OBJECTIVE/PURPOSE
- Oversees all physical security matters, providing support and leadership across a wide range of areas including but not limited to crisis and incident response, asset protection, programmatic work, travel safety and event security.
- This role is responsible for but not limited to developing policies and procedures related to protective security, physical security infrastructure maintenance, access control, CCTV, intrusions detection systems, alarm systems and surveillance equipment, managing in-house training of staff on how to respond to security incidents and other situations that require immediate attention.
FUNCTIONS
- Establishes management system policy, objectives, processes and procedures relevant to managing risks and improving security risk management and Physical Asset Protection in accordance with NGC’s overall policies and objectives.
- Establishes, implements, maintains and updates a formal and documented risk assessment process for risk identification, risk analysis and risk evaluation to systematically assess risk.
- Manages surveillance, access control and deterrence including but not limited to CCTV, Patrols, Alarms, Intrusion detection Systems, Radio Frequency Identification (RFID), Electronic access controls systems, key management, fences, gates, locks, lighting, and procedures in compliance with industrial safety standards.
- Oversees planning, installation and operation of electronic security systems and devices including the security in all NGC’s control room facilities.
- Implements and monitors the management system policy, controls, processes and procedures.
- Establishes, implements, and maintains procedures for countermeasures to prevent and manage its risks that have the potential to harm the organisation, its assets and stakeholders.
- Establishes, implements, and maintains procedures to prevent, prepare for, and respond to events to ensure the integrity and operability of its physical asset protection system during situations that may have impact on the organisation and its physical asset protection.
- Ensures that people, whose job responsibilities provide the potential to prevent, cause, respond to, mitigate or be affected by significant threats and risks are competent.
- Conducts a comprehensive assessment to measure the effectiveness of the Security Management processes policy and procedures and report results to management.
- Identifies opportunities for strategic improvement or mitigation of business interruption and security risks.
- Uses exercises and other means to test the appropriateness and efficacy of security plans, processes and procedures including stakeholder relationships and infrastructure interdependencies.
- Takes corrective and preventive action, based on the results of internal management system audit and management review, to achieve continual improvement of the management system.
- Establishes, implements, and maintains procedures for dealing with nonconformities and for taking corrective and preventive action.
- Implements a process of physical protection systems maintenance, evaluation and replacement to minimise the potential for and impact of systems failures.
- Executes any other related duties as assigned.
MINIMUM REQUIREMENTS
The minimum requirements for the position are:
- Bachelor’s degree in a relevant Social Science discipline
- Post Graduate Diploma in Security Management would be an asset
- American Association of Industrial Security (ASIS) and/or Certified Protection Professional (CPP) certification would be an asset.
- A combination of suitable qualifications and experience.
- A minimum of five (5) years’ experience in Security Risk Management developing and implementing international security policies preferably in in a petrochemical and oil and gas industry of which at least three (3) years should be at a leadership level.
OR
- Master’s in Security Management or Post Graduate certification.
- Ten (10) years related experience in experience in physical security or emergency response, preferably within the energy or critical infrastructure sector, of which at least seven (7) years must be at a leadership level.
