This position reports to the Head, Facilities Management and is responsible for providing effective delivery of technical and practical hands-on support to ensure effective and efficient operation, maintenance, and safety of all company properties, coordinating repairs, managing vendor contracts, and oversees facility upgrades at all National Energy Locations as required (Point Lisas, Brechin Castle, Port of Galeota, Union Industrial Estate) to support a productive and secure work environment in compliance with all requisite policies, procedures, regulations and guidelines.
Key Functions:
Monitors building systems Air Conditioning, electrical, ventilation, plumbing etc. to ensure consistent and effective operational standards are continuously met across all National Energy’s Assets.
Ensures that routine building and property maintenance works on building systems are executed in accordance with the established schedule and in accordance with relevant codes and standards, HSSE requirements and established procedures and processes
Supports the development of policies and procedures to reduce risks and improve Facilities Management and maintenance service delivery
Prepares scope of works for routine, emergency, preventive and predictive maintenance or building modification works as required and engages internal SMEs for input and advice as required.
Prepares request for approval process for works to be executed and coordinates with SCM for engaging goods/ service providers.
Oversees facilities management projects from commencement to close out and liaises with all relevant departments (SCM, Contract Management, User departments) for timely completion of close-out actions
Supervises contractors executing facilities management works to ensure adherence to scope of works and the established triple constraints (time, cost, quality) at all National Energy Locations as required.
Ensures contractor's adherence to HSSE requirements, reports non-compliance and takes appropriate action as advised.
Verifies and validates contractor invoices to ensure consistency with works completed
Makes recommendations to Head Facilities Management on opportunities to enhance efficiency and implement sustainable building operation practices.
Monitors and responds to work requests made through FM Helpdesk for services and systems.
Maintains up to date records for buildings (site logbooks) to demonstrate adherence to full operational procedures
Performs facilities and equipment inspections to ensure optimal functioning and reports deficiencies identified to the Head of Facilities Management for corrective action facilitation
Minimum Requirements:
A Technician's Diploma in Civil, Structural, Constructional, Mechanical, Electrical Engineering or Industrial Maintenance OR Certification in Facilities Management from a recognized institution
Certification in health and safety (NEBOSH, IOSH) would be an asset
A minimum of four (4) years’ experience in a similar role
OR
Any suitable combination of qualification and experience
Knowledge/Skills/Attributes:
A working knowledge of Building codes and standards
Knowledge of Building management systems and processes
Knowledge of property management and building operations.
Experience in contract management, tendering, continuity planning, preparing budget proposals, cost estimates, and preparing scope of work.
Knowledge of Health and Safety requirements.
Excellent interpersonal skills with a proven ability to work collaboratively. Able to find pragmatic solutions and adapt to changing situations.
Knowledge of the methods, materials and equipment used in the preventative maintenance and repair of facilities and equipment.
Knowledge of the principles and practices of Facilities Management.
Knowledge of project management principles and practices.
Some knowledge of the principles of office space planning and utilization
